EU finalizes migrant deal with Tunisia – Control of irregular migration

The European Commission said it would disburse 127 million euros ($135 million) in aid to Tunisia as part of its deal with the country aimed at fighting illegal immigration from Africa to Europe. The Commission said 60 million euros would be made available in budget support to Tunisia, while a package worth around 67 million euros aimed at strengthening Tunisia's capacities to combat human traffickers and tighten border controls would be disbursed in the coming days. Tunisia and the EU in July signed a "strategic partnership" deal to fight illegal migration in return for financial support during a sharp increase in boats leaving the North African nation for Europe.

Memorandum of Understanding between Libya and Italy

The Libya-Italy Memorandum of Understanding on Migration (LIMUM) was extended until 2023. LIMUM provides Italian support to Libyan Cost Guard and other authorities of the Government of National Unity (GNA) to intercept vessels crossing the Mediterranean and return asylum-seekers to detention camps in Libya. The support has been about $100 million in training, ships, and equipment from Italy and the EU’s Trust Fund for Africa—the latter established for development in migrants’ home countries. Italy along with the EU, has invested millions of dollars since 2017 into the Libyan coast guard’s operations.

Memorandum of Understanding between Libya and Malta

Malta and Libya have signed an MoU, valid for three years with an option to extend for an additional year, that sets up coordination centres, one in Malta and one in Libya, funded by Malta to coordinate and support regulation of migrant boats from Libya to European countries. It further stipulates that Malta propose to the EU Commission for increased financial support to strengthen Libyan border security including “for the interception and follow-up of human trafficking activities in the search and rescue region of the Mediterranean basin.”

The Federal Authority for Identity and Citizenship announced the extension of the exemption for “violators of the law of entry and residence of foreigners” and the extension starts from 18/8/2020 to 11/17/2020 whenever the violation occurred before 1/3/2020 and includes exempting them from all fines imposed on them, provided they leave the country.
