Iraq Makes Key Pledges for Improved Migration Governance

Iraq is the first country in the Middle East and North Africa region to submit both a Voluntary National Review (VNR) – an overview of the State’s progress toward the GCM’s objectives – and a set of forward-looking policy pledges. On 10 May, The Inter-Ministerial Technical Working Group committed to a total of seven policy pledges. Commitments include: 1. Prioritization of Migration, Environment and Climate Change. Improved collection and management of Migration Data 3. Follow-up on the Migration Governance Indicators Assessment 4. Expansion and strengthening of the National Referral Mechanism for Reintegration 5. Dynamic Diaspora Engagement 6. Systemization of identity management through implementation of an electronic Return Case Management System 7. Better engagement on Integrated Border Management.  

Establishment of the Office of the National Coordination Mechanism of Migration

The Government of Djibouti inaugurated the office of the National Coordination Mechanism on Migration. This office will coordinate all migration issues in Djibouti and will be the main interlocutor for partners from the UN and the civil society working on migration at national, regional and global levels.

First National Strategy for Migration in Djibouti

in September 2021, Djibouti launched the first National Strategy for Migration. The strategy will help coordination between the country’s institutions on migration laws, policies, and future legislation, as well as promoting awareness of the rights of migrants, and their humanitarian and protection needs. The strategy will offer help and promote sustainable livelihoods for migrants impacted by conflict, protracted crisis, climate change and the lack of jobs in the region.  

Law No. 5-20 on the prevention and combatting of discrimination and hate speech

The law aims at preventing and combatting discrimination and hate speech. Specifically, it aims at combatting all forms of expression that are disseminated or encouraged that justify discrimination, as well as those involving expressions of contempt, insult, hostility, hatred or violence directed at a person or group of persons based on gender or ethnicity, color, descent, or national or ethnic origin, language, geographic affiliation, disability or health status.
