The law aims at preventing and combatting discrimination and hate speech. Specifically, it aims at combatting all forms of expression that are disseminated or encouraged that justify discrimination, as well as those involving expressions of contempt, insult, hostility, hatred or violence directed at a person or group of persons based on gender or ethnicity, color, descent, or national or ethnic origin, language, geographic affiliation, disability or health status.
This Memo is to extend the work of Memo 1/19 of 14/04/2020 that suspended the deadlines for all transactions and documents until 11/04/2020, to the date of 30/06/2020 due to the continuation of emergency circumstances that necessitated the suspension of deadlines.
This Memo of the Ministry of Labour announces that lab tests that were taken in private labs and hospitals are accepted starting from the date of the Memo adoption till the date of 30/06/2020.
This Memo of the Ministry of Labour requests the concerned units in the central administration and the regional departments of the ministry of labour to re-receive applications for prior work approvals for all categories, and decide on them with respect to the deadlines and rules and procedures, and that is to be effective starting from the date of the Memo adoption.
Due to the ongoing health condition the country is going through, this Memo extends the work of Memo 1/30 of 24/04/2020 which is related to the Lab tests that are required to complete the transactions of foreign employees, that were taken in private labs and hospitals, till the date of 31/12/2020.
In order to ensure the proper functioning work, the heads of the units concerned with the work of foreigners are requested to ask concerned parties, when submitting a request for a review of a previously rejected transaction, to explain the request and to include the documents confirming the rejection, including an opinion by the head of the department or the competent authority with the suggestion of approval or lack thereof and the reasons justifying that before submitting it to the director and the minister.
This Memo informs that the departments concerned with receiving work permits for foreigners are required, when the applications are attached with the approval of the Minister for the last time, to request the concerned parties to fill in the attached form, confirmed to inform them of the decision, and to include it in the file upon signature. As for applications received through Omt and Liban Post, the completed licenses shall be attached to the above form. Provided that it is returned to be kept in the department or added to the transaction if possible.
The Ministry of Immigration revealed that a displaced person in Jam Mashkou camp in Dohuk governorate was infected, and the Minister of Immigration has directed to take preventive measures to limit the spread of the virus, like disinfecting the camp, preventing entry and exit, taking swabs, transfer patients, and quarantining those who were in contact with them.
The necessary measures have been taken in coordination with the Dohuk Health Department.
The Ministerial Committee, in its meeting on 31 March 2020, agreed on a strategy in the return of the Lebanese diaspora. The return of the diaspora should be subject to the conditions set by the Ministerial Council with the Minister of Health, and with respect to the mechanism adopted within the government strategy.
