Oman and Slovakia signed an agreement that will allow residents of either or both countries to not pay double tax with regards to income by allowing deductions from one’s payable tax. The agreement further defines specificities of eligible persons and relevant taxation under this agreement, additionally mentioning that stateless persons who are residents of either Oman or Slovakia will not be held to more taxes than a national of either country.
Amnesty was granted through Royal Decree No. 10 to 901 prisoners, including migrants, for humanitarian reasons and in light of the COVID-19 situation. The Ministry of Interior undertook a comprehensive study to determine the prisoners who are eligible for amnesty following the provisions of the law and the principles of international human rights agreements. Consideration was given to female and young prisoners, the sick who need special care, and the extent of commitment to rehabilitation programmes. Foreigners will be deported to their home countries where they will serve the remaining period of their sentences.
A new committee was created by the Office of the Prime Minister for the purposes of assuring the protection of the legal and human rights of migrants in the country. This committee is led by the Ministry of Interior’s Immigration, Passport and Naturalization Authority.
The Banadir Regional Administration & Municipality of Mogadishu established an IDP policy in response to Somalia’s National Development Plan (2017-2019) objective of enhancing the country’s resilience capacity, specifically to sustainably reduce the number of IDPs by bringing them into mainstream life and addressing underlying causes of their displacement. The policy articulates the Administration’s plan for IDPs in Mogadishu, building on the laws of Somalia and the National IDP Policy, with a focus on the implementation of durable solutions while ensuring that IDP rights are taken into consideration.
The National Policy, for the first time, codifies the Somali government’s responsibility – both at the federal and state level – for facilitating sustainable solutions for IDPs. The legislation protects the rights of IDPs and refugee-returnees and creates a framework to prevent further forced displacement, provide protection and assistance during displacement, and find a durable solution to their displacement.
In Somalia’s National Social Protection Policy, which sets out a framework for a national social protection system in Somalia from 2019 to 2040, the Government recognizes IDPs in Somalia as one of the most vulnerable sectors in society and makes provisions to create a safety net to address their needs.
This Action Document captures the projects to be committed in 2017 in Egypt under the European Union Emergency Trust Fund for stability and addressing root causes of irregular migration and displaced persons in Africa. The overall objective of the proposed Action is to enhance the response to migration challenges in Egypt.
