Law 04-23 on 'Human Trafficking'

The Algerian government announced a new law on "human trafficking," which included penalties of up to 20 years imprisonment.  It calls for a national strategy to prevent human trafficking, asserting the need to harness all necessary efforts and capabilities to implement the new law. The new law stipulated that the state accompany victims of human trafficking and provide them with health, psychological, social, and legal assistance and care. It must also facilitate their reintegration into society, with particular attention to women, children, and people with special needs, considering their age and gender. Victims are treated free of charge by public health institutions. Observers noted that the law targeted people who employ sub-Saharan nationals in their homes, or construction sites, especially since their rights are often violated illegally. Each year, thousands of sub-Saharan citizens enter Algeria.

Law No. 5-20 on the prevention and combatting of discrimination and hate speech

The law aims at preventing and combatting discrimination and hate speech. Specifically, it aims at combatting all forms of expression that are disseminated or encouraged that justify discrimination, as well as those involving expressions of contempt, insult, hostility, hatred or violence directed at a person or group of persons based on gender or ethnicity, color, descent, or national or ethnic origin, language, geographic affiliation, disability or health status.

Presidential Decree No. 42-20 on the establishment of the Algerian Agency on International Cooperation for Solidarity and Development

The responsibilities of the Agency on International Cooperation for Solidarity and Development are to: Participate in preparing and implementing the national policy for international cooperation in the economic, social, cultural, religious, educational, scientific and technical spheres; Assist the diplomatic apparatus and ministries to optimize foreign technical and financial assistance in support of national development; coordinate the implementation of the training policy of foreigners in Algeria as well as the training of Algerians abroad in consultation with concerned ministries; promote the employment of national competencies abroad in the context of international cooperation; Develop and maintain relationships with the Algerian scientific community and business men residing abroad, among others.

Joint Ministerial Decree on the modalities of coordination between the national cost guards’ authority, the national gendarmerie, the general directorate of national security and the general directorate of customs in the land and coast inspection/control

The Ministerial Decree aims at identifying the modalities of coordination between the different authorities concerned with land and coast inspection/control in Algeria, namely the national cost guards’ authority, the national gendarmerie, the general directorate of national security and the general directorate of customs. This include implementing joint patrols, arresting and penalizing all types of offenders and law breakers (drug dealers, organized crimes, terrorists, illegal transportation activities, etc..).

Presidential Decree No. 261-19 on the ratification of the agreement between Algeria and Finland on the mutual exemption of visa requirements for holders of diplomatic passports

The Decree ratifies a previous agreement signed between Algeria and Helsinki to mutually exempts the holders of diplomatic passports from visa requirements. The Agreement was signed initially in Helsinki on 11 January 2019.

Presidential Decree No. 264-19 on the ratification of the Memorandum of Understanding between Algeria and Niger in the areas of labour, employment and social security

The Decree ratifies a previous memorandum of understanding between Algeria and the Niger in the areas of labour, employment and social security. The MOU was signed initially in Niamey on 16 March 2017. It aims to develop and promote cooperation in the areas of labour, employment and social security through: the exchange of information, programs, studies and experiences; promoting cooperation in the area of training and technical support; coordinating views and thinking on labour, employment and social security in regional and international organizations, among other mechanisms.
