The legal regulation of the work of migrant domestic workers and their equivalents under Regulation No. 64 of 2020 aims to regulate the enjoyment of rights under the law, such as working hours, weekly, annual and sick leave, and other rights.



“Virtual Labour Market” Electronic Platform

The Ministry of Human Resources and Emiratisation launched an updated version of the "Virtual Labor Market" platform, which provides employment services to non-national job seekers and companies using artificial intelligence to match job seekers to vacancies and track their professional development for a more efficient and effective recruitment process. This further facilitates the recruitment process and support the social distancing measure in light of the COVID-19 pandemic. The Platform supports the implementation of the National Programme to Support the Stability of the Labour Market in the Private Sector and Ministerial Resolution No. (279) of 2020.

Change in work permit management for domestic workers

LMRA announced that the management of work permits for migrants in the domestic workers category will be conducted through the Expatriate Management System (EMS) as of 17 March 2019, to support the provision of a transparent, efficient, one-stop-shop service. The EMS is an electronic system that allows employers or persons authorized on their behalf to undertake the transactions of issuing and renewing work permits and other LMRA related transactions.

This Decision is based on Decree No. 4340 dated 01/31/2019 (formation of the government), on Decree No. 17561 of 09/18/1964 and its amendments (Regulating the Work of Foreigners), on Cabinet Resolution No. 8 Sources on 05/21/2019, on the Ministry of Labor plan to combat illegal foreign workers on Lebanese territory, which gave a grace period to settle the status of violators, ending on 07/09/2019, and after coordination with the concerned official departments, based on the proposal of the Director General.
